Government suggests charging foreigners and stateless individuals for their PIN assignment
The Ministry of Digital Development of Kyrgyzstan has put forward a new proposal to approve a revised procedure for assigning and changing personal identification numbers (PINs) for citizens. This draft resolution of the Cabinet of Ministers has been submitted for public discussion, with the aim of generating revenue for the republican budget.
The proposed innovation also aims to address issues related to unregistered children within the country. The document highlights the importance of immediate birth registration for all children, in line with international agreements such as the International Covenant on Civil and Political Rights. The right to a name and citizenship from birth is emphasized as a fundamental right for every child.
Currently, the Ministry of Health reports that around 90% of children born undergo birth registration with authorized bodies, but there are cases where registration is delayed. This delay can hinder access to essential healthcare services, preschool education, and social protection for young children.
In response to these challenges, the Ministry of Digital Development suggests assigning PINs to children immediately after birth, based on a medical birth certificate. This process would occur before parents or guardians apply for official state birth registration, ensuring that all children have access to important services from the earliest stages of life.
