Government Takes Action Against Influx of New Residents Changing Towns’ Identities
Hungarian Government Introduces “Identity Protection Measures” to Help Municipalities Control Population Movements
The Hungarian government is taking steps to assist municipalities that are seeking to regulate the influx of people into their communities with the introduction of “identity protection measures.” According to Tibor Navracsics, the head of the Ministry of Public Administration and Regional Development, some settlements are facing difficulties as they feel that the large numbers of newcomers are altering the traditional identity and structure of their towns.
Navracsics addressed the National Association of Municipalities, stating that the ministry is working on implementing the identity protection measures into law. He emphasized that the goal is not for municipalities to isolate themselves from Hungary’s history or close themselves off; rather, it is about preserving traditions and controlling population growth.
The minister highlighted that approximately 2,000 out of 3,100 municipalities in Hungary are experiencing a decline in population. For these municipalities, the challenge lies in attracting residents back or revitalizing their communities. On the other hand, around 1,100 municipalities are experiencing population growth, with 600-700 of them welcoming the increase without issue.
However, there are around 300-400 settlements, including those in the Budapest metropolitan area and near popular tourist destinations like Lake Velence and Lake Balaton, that view population growth as a threat. In response, these municipalities may consider restricting property sales to non-local residents or imposing conditions on property purchases and residency registration.
Navracsics also mentioned the issue of foreigners purchasing property in Hungarian municipalities without proper oversight. An article in Democrat highlighted the case of Bodrogkeresztúr, where unchecked foreign property acquisitions have led to market price increases, unauthorized construction in protected areas, displacement of locals, and erosion of cultural heritage.

By implementing regulations on property transactions and residency requirements, the government seeks to strike a balance between preserving tradition and managing growth in local communities.
