IMF Urges Uzbekistan to Enact Conflict of Interest Law
The International Monetary Fund (IMF) has called on the Uzbek authorities to implement laws regarding conflicts of interest and declaration of assets. This recommendation follows consultations in Tashkent where the IMF mission emphasized the importance of continuing the fight against corruption in Uzbekistan.
The IMF economists commended the Uzbek government for making significant progress in improving public administration and the rule of law. However, they stressed the need for new laws on declaration of assets and conflicts of interest, as well as the establishment of an effective system for income declaration.
In order to combat corruption more effectively, the government is urged to introduce whistleblower protection legislation and strengthen accountability measures. The IMF also highlighted the importance of increasing the independence of the Court of Accounts and the judiciary to enhance financial supervision, contract enforcement, and overall business conditions.
Additionally, the IMF recommended accelerating the reform of state-owned enterprises by separating regulatory and operational functions. This reform is expected to streamline the privatization process of state-owned enterprises and improve their efficiency.
