System for Paying Administrative Fines Not Yet Working in Uzbekistan

Former imam Shavkat Khasan recently posted on social media that he was having trouble paying a court-imposed fine. Khasan was charged with illegal preparation and distribution of religious content and fined 20 BCAs (6.6 million soums) but wanted to use the new discount system for paying administrative fines. However, the system, which was supposed to be implemented from May 1 of this year, is still not working.

According to the new law, if the offender voluntarily pays 50% of the fine amount within 15 days or 70% within 30 days, they will be released from paying the rest of the fine. This procedure is intended to be applied to fines based on a court decision. Despite it being more than a month since the law came into effect, the system of concessions for administrative fines according to court decisions has not yet started.

Khasan claimed that he was not issued a receipt to pay the fine, despite attempting to do so multiple times. Tursunali Akbarov, press secretary of the Supreme Council of Judges, confirmed that this is a problem related to the integration of the Ministry of Internal Affairs and experts are working to resolve the issue.

The delay in implementing the discount system for paying administrative fines has caused frustration for Khasan and others in his situation. It is unclear when the system will begin operating as expected.
