Karakol’s First Vice-Mayor Arrested for Alleged Misconduct

Bishkek – 29 March 2025
First Vice-Mayor of Karakol city, Erlan Aisarakunov, has recently been detained by the State Committee for National Security of Kyrgyzstan. The reason for his detainment was the abuse of office by the leadership of the City Hall and other individuals. It has been reported that they were involved in selling a municipal land plot at a reduced price.
The incident took place between 2021 and 2022 when the Karakol City Hall allocated an 8,312.9 square meter land plot for the construction of a multi-story social residential building and student dormitories in the Kashka-Suu microdistrict. Originally, the plan was to transfer this land plot to State Mortgage Company OJSC for the construction of multi-story buildings to provide affordable housing for those in need.
However, the First Vice-Mayor, Erlan Aisarakunov, disregarded this plan and instead held an auction to provide the real estate to a private citizen, A.N.K., for his own personal gain. Subsequently, another land plot in Kashka-Suu microdistrict was provided to citizen A.N.K. at a significantly higher cost than the one offered at the auction.
As a result of the investigation, Erlan Aisarakunov was detained and placed in the temporary detention facility of the Karakol City Department of Internal Affairs. This incident highlights the importance of transparency and accountability in public office and serves as a reminder of the consequences of abusing one’s position for personal gain.
