Kazakhstan’s Comprehensive Waste Management Strategy: A Path to Sustainability
ASTANA – In a significant step toward improving waste management, the Ministry of Ecology and Natural Resources of Kazakhstan is set to launch a dedicated strategy by September. This initiative aims to tackle the numerous challenges associated with waste, offering a holistic approach that integrates the management of various waste types. Ablai Almukhanov, deputy director of the ministry’s Waste Management Department, discussed these initiatives in a recent interview with The Astana Times.
Current Challenges in Waste Management
Kazakhstan faces a substantial waste dilemma, generating over 4.5 million tons of municipal waste annually. Alarmingly, only 26% of this waste was recycled in 2024, falling short of the government’s target of 30%. Almukhanov emphasized the need for a detailed assessment of current practices, identifying strengths and weaknesses, and outlining necessary improvements.
Despite a growing concept of transitioning to a green economy, where recycling targets are set to reach 40% by 2030, the nation struggles with low recycling rates, driven in part by unattractive economic conditions for recycling enterprises. Recent legislative changes have mandated local authorities to revise tariffs for municipal waste management, but progress has been slow, with only 155 out of 211 jurisdictions currently compliant.
To address these issues, Minister Yerlan Nyssanbayev has proposed a public-private partnership model that would ensure economically sustainable tariffs for waste management, alleviating financial pressures on businesses while promoting better waste recycling practices.
Government Support Measures
Since 2024, the ministry has introduced a preferential financing mechanism to subsidize enterprises involved in waste recycling, sorting, and transportation. This program offers loans at 3% interest through the Industrial Development Fund, aimed at fostering investments in waste management projects.
The EcoQoldau program has also resumed, providing financial compensation for recycling efforts. Businesses engaged in recycling can receive payments that exceed 71,000 tenge (approximately $139) per ton of processed polymer waste.
Addressing Fragmentation in Waste Policy
Almukhanov pointed out a critical issue: the fragmented approach to various waste types. Some waste streams, like construction and medical waste, are managed under different governmental agencies, leading to inefficiencies. The upcoming waste management strategy aims to integrate these efforts, providing a unified direction for all waste types, including industrial waste, which currently amounts to around one billion tons annually.
Global Trends and Community Involvement
As countries globally move toward the zero waste concept, which emphasizes minimizing waste production, Kazakhstan is no exception. The ministry aims to extract maximum value from waste through comprehensive recycling initiatives, with a strong focus on public education and community involvement.
Activists and community organizations are also stepping up, promoting eco-friendly practices. Events like Darmarka in Almaty encourage responsible recycling by allowing citizens to donate used goods and learn about sustainable living. Eco-influencers are actively engaging the public, utilizing behavioral science principles to make recycling accessible and appealing.
The Road Ahead
Kazakhstan has about 3,000 landfills, with only 20% meeting environmental standards, and over 1,000 illegal dumps reported in 2024. Satellite monitoring by Kazakhstan’s Garysh Sapary is being employed to address these issues.
Through heightened awareness and community action, combined with a robust, government-backed strategy, Kazakhstan aims to reshape its waste management landscape, ultimately leading to sustainable outcomes and a reduced ecological footprint.
As the nation prepares to unveil its strategic framework by September, the focus will remain on innovative solutions that reflect its commitment to a greener, cleaner future.
