Kyrgyzstan’s Health Ministry Holds Public Hearings on Budget Strategy

Bishkek, April 30, 2025 — The Ministry of Health of Kyrgyzstan convened public hearings today involving representatives from civil society to discuss the draft medium-term budget expenditure strategy for 2026, alongside forecasts for the years 2027 to 2030.

The primary goal of these hearings was to facilitate the effective and timely formulation of budget requests for the ministry and the Compulsory Medical Insurance Fund. Central to the discussions were the pressing issues surrounding the healthcare system’s funding shortfalls.

Key among the concerns raised was the significant budget required to provide essential treatments for cancer patients. The Ministry estimates that approximately 2.5 billion soms will be necessary in 2026 for modern chemotherapeutic, targeted, and antitumor drug availability. In stark contrast, only 800 million soms have been allocated for these purposes in the current year’s High Technology Fund.

Moreover, the provision of hemodialysis services for individuals suffering from stage V chronic renal failure was highlighted. The Ministry noted that 3.5 billion soms will be required in 2026, while the allocated budget for 2025 stands at 2.5 billion soms.

Following the hearings, participants recommended that the Ministry of Health reassess the program budget indicators. There is a strong call for these indicators to reflect specific, realistic, and achievable objectives, as well as to detail the outcomes of program implementation through both quantitative and qualitative measures.

The revised draft of the medium-term budget expenditure strategy for 2026, along with forecasts for 2027-2030, will be forwarded to the Ministry of Finance. This revised strategy aims to address the actual needs of the healthcare system to secure further funding from the national budget.

The outcomes of today’s discussions underscore a collective commitment to enhancing the healthcare infrastructure in Kyrgyzstan, ensuring that citizens receive the necessary medical support and resources they require.
