Kyrgyz Parliament Adopts New Water Code to Streamline Water Resource Management
Bishkek, April 30, 2025 – The Zhogorku Kenesh of Kyrgyzstan has successfully adopted the draft of a new Water Code in its third reading, signaling a significant step towards improved management of the country’s water resources.
The newly developed Water Code aims to consolidate various existing laws related to water resources into a single, comprehensive document. According to the background statement accompanying the draft legislation, the current water management framework is overly fragmented, which poses challenges for effective governance and hinders the attraction of investment in the sector.
A key component of the revised Water Code is the provision to ban private ownership of irrigation structures. This move is intended to ensure a stable and reliable water supply for agricultural purposes, which is vital for the nation’s food security and economic stability.
As Kyrgyzstan faces increasing challenges related to water scarcity and management, the adoption of this new Water Code is seen as a critical step toward enhancing the sustainability and efficiency of water usage in the country.
