MP suggests imposing 20,000 soms fine for vote selling in elections

Bishkek News Agency Proposes Criminal Liability for Vote Selling

On December 27, 2024, the 24.kg news agency reported that member of the Parliament of Kyrgyzstan, Baktybek Choibekov, has proposed a new bill that seeks to introduce criminal liability for the sale of votes in elections. The bill has been submitted for public discussion in order to strengthen democratic processes and combat illegal practices related to vote selling.

Choibekov’s proposed amendment to the Criminal Code includes the introduction of a new Article 196-1, which outlines the following provisions:
– Individuals who sell their vote in exchange for cash, material assets, services, privileges, or other benefits will face a fine ranging from 10,000 to 20,000 soms or mandatory community service for up to 120 hours.
– Voters who voluntarily report attempted bribery to the authorities before the start of an investigation will be exempt from criminal liability.

The aim of this proposed legislation is to increase the accountability of voters and encourage them to uphold honesty and transparency in the election process. By imposing consequences for vote selling, Choibekov hopes to promote fair and free expression of the will of citizens during elections.

The bill will now undergo public discussion before potentially being implemented in Kyrgyzstan’s legal system.
