Municipal Responsibilities in Unattended Street Animals Law Debate
The issue of stray animals is once again making headlines in Turkey as a result of recent incidents. The tragic death of 2-year-old Rana El Selci due to a dog attack in Konya, along with similar attacks in other cities, has reignited discussions surrounding animal protection laws.
Justice Minister Yilmaz Tunç has called on municipalities to enforce the Law on the Protection of Animals. He emphasized that failing to fulfill responsibilities outlined in the law could result in criminal charges such as negligence, injury, or even death.
The new law on Animal Protection aims to address the issue of stray animals by establishing nursing homes where these animals can be cared for and rehabilitated. Municipalities are required to work with voluntary organizations to provide shelter and treatment for unattended animals until they can be properly cared for. The law also mandates the improvement of existing nursing homes and the establishment of new facilities by the end of 2028.
However, not everyone is in agreement with the new law. Opposition parties argue that the legislation may create more problems than it solves. Republican People’s Party Chairman Ozgur Ozel has criticized the law, suggesting that it could lead to an increase in the stray animal population and hinder efforts towards sterilization.
Despite the criticisms, the government remains committed to implementing the new regulations. It is evident that the topic of animal protection laws continues to spark debate and calls for further discussion among policymakers, animal rights advocates, and the public.
