New Draft Resolution on Penalty Points for Traffic Violations Released by Authorities

The government has released a draft resolution proposing a new system for evaluating traffic violations based on penalty points. The resolution, titled “On the Introduction of a System for Evaluating Traffic Violations Based on Penalty Points,” aims to streamline the process of assigning penalty points to drivers.

Under the proposed system, penalty points will be calculated solely based on administrative reports issued by Traffic Safety Service (TSS) officers. This will eliminate any human involvement in the process and ensure consistency in the evaluation of traffic violations. Penalty points will be assigned using the “E-jarimaball” module and will be automatically tracked for each driver.

In a bid to encourage safe driving behavior, drivers who go without any traffic violations for 12 consecutive months will not have their first penalty point recorded. Additionally, drivers who do not commit any further violations within six months of their last offense will have two points deducted from their total.

Drivers will be able to access information about their penalty points through the “E-jarimaball” module, a dedicated mobile app, or the Unified Interactive State Services Portal. They will also receive notifications about their penalty points via SMS.

The draft resolution also outlines specific violations that will incur penalty points. These include using vehicles with unauthorized tinted windows, exceeding the speed limit, disobeying traffic signals, and leaving the scene of a traffic accident.

The introduction of a penalty point system for drivers was initially outlined in a presidential decree adopted in April 2022. The draft resolution is currently open for public discussion until April 4, with the resolution set to take effect on May 1, 2025. This new system aims to improve road safety and reduce traffic fatalities by holding drivers accountable for their actions on the road.
