Starting from September 1, Uzbekistan will be introducing mandatory QR-code passports for all construction sites across the country. These passports will serve as a tool for the public to access vital information about the developer, project design, and construction timelines. Additionally, a pilot program will see the installation of video surveillance cameras at construction sites funded by the state budget in the Kashkadarya region.

A presidential decree dated April 14 mandates the use of QR-code passports for every construction project in Uzbekistan. Through the QR code, users will have access to information about urban planning stakeholders, construction deadlines, design sketches, and expert evaluations.

President Shavkat Mirziyoyev has emphasized that any construction project without a QR-code passport will be considered illegal starting September 2024. The decree also imposes restrictions on alterations in apartment buildings that could compromise urban planning standards, such as unauthorized modifications to structural elements and load-bearing walls.

Starting July 1, all drinking water supply and wastewater disposal systems in Uzbekistan must undergo mandatory technological audits as per contractual agreements. Regional inspectorates will gradually establish Construction Site Online Monitoring Centers to oversee compliance with construction regulations.

As part of a pilot initiative in 2025, newly built projects in the Kashkadarya region funded by the state budget will be equipped with surveillance cameras. State authorities will also use mobile video cameras and special tablets to enhance oversight in the construction and housing-communal services sectors. The data collected will be transmitted directly to the Online Monitoring Center for Construction Projects.

These measures aim to improve transparency, accountability, and compliance with regulations in the construction industry in Uzbekistan. The implementation of QR-code passports and surveillance cameras will help ensure that construction projects are carried out efficiently and in accordance with established standards.
