Kyrgyzstan Implements New Law on Recycling Fee
The law on recycling fee has officially come into force in Kyrgyzstan, as reported on the website of the Ministry of Justice. This new regulation applies to a variety of items such as lubricating oils, storage batteries, tires, electronic equipment, and more.
In response to this law, amendments are being made to various legislative acts in the country, including the Code on Non-Tax Revenues, the Code of Offenses, and the Law on the Licensing and Permitting System. The Cabinet of Ministers will also need to approve the rates for the recycling fee.
However, there are exemptions for certain goods imported into Kyrgyzstan, such as those intended for charitable purposes, diplomatic missions, or national security and defense purposes.
On the other hand, neighboring country Kazakhstan is expressing concerns about the potential influx of old cars being imported into their country due to this new law in Kyrgyzstan. Minister of Industry and Construction Kanat Sharlapaev reassured that this will not impact the cost of cars in Kazakhstan, as they are not currently considering increasing their recycling fee.
Sharlapaev emphasized the importance of monitoring the behaviors of neighboring countries in relation to the recycling fee. He highlighted the case of Kyrgyzstan setting up a production line for certain cars and planning to introduce a recycling fee, while Kazakhstan lags behind in terms of the fee size and vehicle registration.
The minister warned of the environmental and safety hazards that could arise from a significant influx of old cars into Kazakhstan, urging for measures to be taken to prevent such negative consequences.
