New State Institution Kyzmat to Lead Safe City Project in Place of Infocom

On April 15, 2025, the Cabinet of Ministers of the Kyrgyz Republic made amendments to several of its resolutions regarding the implementation of the Safe City component within the Smart City national project. Resolution No. 204 was signed and published on April 18, 2025, and will come into effect in ten days.

Under the new resolution, the project will now be managed by the Kyzmat state institution under the Presidential Affairs Department, replacing the previous management by the Infocom state enterprise under the Ministry of Digital Development of the Kyrgyz Republic.

Key points of the resolution include the replacement of Infocom with Kyzmat, the Ministry of Internal Affairs taking on the role of coordinating body, technical information now coming from Kyzmat, and changes in the formation and use of fines for violations detected by the Safe City system.

The Safe City project is a part of the larger Smart City initiative aimed at digitalizing urban infrastructure, enhancing public safety, and automating government services. The project involves the installation of video surveillance cameras and traffic violation recording systems across the country to automatically capture violations such as speeding and running red lights.

Fines collected from these violations are recorded in the Unified Register of Offenses. The project was initially launched in Bishkek and Osh in pilot mode and is gradually being expanded to other regions of the country.

With the transfer of functions from Infocom to Kyzmat, the project’s implementation will now fall under the supervision of the presidential administration. These changes mark a significant shift in the management and development of the Safe City component within the Smart City project in Kyrgyzstan.
