New Winner Proposes Half of Original Prize Amount After Rejection

The awarding of the contract for Tashkent’s roadside parking initiative has sparked controversy after the initial winner, Balcomuz, was bypassed in favor of Street Systems in a repeat auction. Balcomuz had originally won the auction with a bid of 120 billion UZS, but Street Systems clinched the deal with a bid almost half the amount at 57 billion UZS.

The repeat auction, which took place on December 17 on the E-auksion portal, revealed that no agreement had been reached with Balcomuz, leading to Street Systems being awarded the contract. Interestingly, one of Street Systems’ founders, Kasy Park, had previously been selected by the city administration for a similar project without a tender process two years ago.

Street Systems is now tasked with setting up paid parking lots across Tashkent, covering a total area of 262.8 thousand square meters. The parking fees will vary depending on the tariff zone, ranging from 5,000 to 12,000 UZS per hour.

The controversy surrounding the contract award has raised questions about the transparency and decision-making process of Tashkent’s parking tender. With the shift from Balcomuz to Street Systems and the involvement of key figures in the process, concerns have been raised about the fairness of the selection process.

As Street Systems sets out to implement the paid parking system in Tashkent, scrutiny and questioning of the process are likely to continue. The involvement of individuals with previous ties to similar projects and the significant difference in bids have added fuel to the debate over the awarding of the contract.
