This regulation is in line with the Law on Non-Governmental Organizations and outlines the procedures for maintaining the register, the information requirements, and the process for monitoring the activities of these organizations.

The register will be an electronic database containing information on non-profit organizations acting as foreign representatives. The Ministry of Justice has been designated as the authorized state body responsible for maintaining the register. Organizations wishing to be included in the register must submit their applications within two months of the decree coming into effect, which will occur within ten days of its official publication.

In March, the Kyrgyz Parliament passed a bill on “foreign representatives” in its third reading, similar to the concept of a foreign agent in Russian legislation. This bill, officially titled “On Amendments to the Law on Non-Commercial Organizations,” was signed into law by President Sadyr Japarov on April 2nd.

This regulatory framework aims to provide transparency and oversight of non-profit organizations acting as foreign representatives in Kyrgyzstan, ensuring that their activities are in compliance with the law and serve the best interests of the country.
