
Nukus Events of July 2022: Independent Commission Report to Parliament

The commission investigating the events that took place in Karakalpakstan in July 2022 has presented its report to Parliament, shedding light on the causes, chronology, and consequences of the unrest that occurred. The report included recommendations for government agencies, aimed at raising public awareness and involving citizens in the discussion of significant decisions.
The commission, chaired by Ombudsman Feruza Eshmatova and comprised of various officials and members of the public, conducted an independent investigation into the events that transpired on July 1-2, 2022 in Karakalpakstan. The report highlighted the actions of government bodies and law enforcement agencies in addressing the unrest, as well as the monitoring of court sessions involving participants in the events.
Following the commission’s recommendations, individuals under trial were released from custody in the courtroom, and measures were taken to ensure the rights and legal interests of suspects, defendants, and detainees during the investigation and trial processes. The commission also engaged with international organizations and media outlets to gather information and insights from various sources.
The report noted that the unrest resulted in severe injuries and deaths among citizens and law enforcement personnel, as well as significant material damage to public and government property. To disperse and contain the unrest, law enforcement agencies employed internationally accepted measures such as water cannons and tear gas grenades.
In response to the commission’s findings, the Councils of the Oliy Majlis Chambers adopted a resolution containing recommendations for Uzbekistan’s government bodies. These recommendations include measures to improve public consultation and awareness, counteract disinformation, refine regulations on crowd control, and promote public order awareness.
Overall, the commission’s report and the subsequent adoption of recommendations by Parliament represent a significant step towards addressing the events in Karakalpakstan and implementing measures to prevent similar incidents in the future.
