Official Visit of Turkmenistan’s Halk Maslahaty Chairman to France
On May 5-6, 2025, Gurbanguly Berdimuhamedov, the National Leader of the Turkmen people and Chairman of the Halk Maslahaty, made an official visit to the French Republic. This visit marked a significant event in the ongoing collaboration between Turkmenistan and France.
Arrival in Paris
Upon arriving in Paris, Hero-Arkadag was warmly welcomed by a French official, who emphasized France’s appreciation for the multifaceted cooperation with Turkmenistan and wished him a successful visit. In response, Chairman Berdimuhamedov expressed gratitude for these sentiments, highlighting the robust and fruitful relations that have been cultivated between the two nations over the years.
Meeting with Bouygues
A key meeting took place at the residence of Martin Bouygues, head of the prominent French construction company "Bouygues." During this meeting, Martin conveyed his warm greetings to President Serdar Berdimuhamedov and expressed pride in the company’s involvement in major construction projects within Turkmenistan. The discussions underscored Turkmenistan’s favorable economic strategy and conducive investment climate, which have attracted international business interest, including from French firms.
Hero-Arkadag acknowledged Bouygues’ longstanding contributions to educational ties between the two countries, particularly through the establishment of a French language school in Turkmenistan. He also expressed gratitude for the partnership and discussed future project collaborations.
Participation in the Turkmen-French Economic Forum
Later, the National Leader participated in the Turkmen-French Economic Forum, attended by key French business leaders and Turkmen entrepreneurs. Before the forum commenced, attendees had the opportunity to explore an exhibition showcasing Turkmenistan’s economic achievements and cultural heritage.
Philippe Gautier, Executive Director of the French International Association “MEDEF,” opened the forum by welcoming Hero-Arkadag and emphasizing the event’s historical significance for the bilateral relations. He noted that the high level of participation from both sides highlighted Turkmenistan’s attractiveness as a business destination.
In his address, Hero-Arkadag elaborated on Turkmenistan’s geopolitical and economic environment, fostering understanding among the attendees about the lucrative investment opportunities available in the country.
Strengthening Economic Ties
The forum culminated in the signing of several bilateral agreements that exemplified the deepening cooperation between Turkmenistan and France. These included memorandums of understanding in various sectors, such as water management, agriculture, and the gas industry—indicating a comprehensive approach to strengthening economic ties.
Official Welcoming Ceremony
Following the forum, Hero-Arkadag attended an official welcoming ceremony at the Palace, where he was greeted by Patricia Miralles, the State Secretary for War Veterans, and the Military Governor of Paris, General Loïc Mizon. The ceremony included the performance of the national anthems of both countries and a display of honor by the Guard.
Meeting with President Macron
The visit concluded with a meeting between Chairman Berdimuhamedov and French President Emmanuel Macron at the Élysée Palace, where discussions focused on advancing cooperation across various sectors, including finance, energy, urban development, and telecommunications.
This official visit underscores Turkmenistan’s commitment to nurturing its international partnerships and reflects the shared intent to expand bilateral cooperation with France in vital areas for mutual benefit.
