Kyrgyz Parliament Approves New Electoral System

In a significant legislative move, the Parliament of Kyrgyzstan has approved a new electoral system designed to reform the process of electing parliamentary representatives. During a recent session, deputies passed the bill in its third reading, with a majority of 71 MPs voting in favor and only one opposing.
Speaker Nurlanbek Turgunbek uulu urged his colleagues to support the bill without further discussion, emphasizing that the proposed changes had already been thoroughly examined during the first and second readings.
The constitutional law introduces amendments to the existing electoral framework, specifically the Law of the Kyrgyz Republic "On the Election of the President of the Kyrgyz Republic and Deputies of the Zhogorku Kenesh." The new system will implement multi-mandate constituencies operating under a majoritarian model.
Under the revised structure, 30 multi-mandate territorial constituencies will be established, each responsible for electing three deputies. Notably, the legislation mandates that at least one of these elected deputies must be a woman, ensuring gender representation in the Parliament. This means that out of the total 90 parliamentary seats, 60 will be awarded to men and 30 to women, promoting a more inclusive political landscape.
This reform is seen as a pivotal step toward enhancing democratic representation in Kyrgyzstan, reflecting ongoing efforts to improve the electoral system and ensure fair representation for all citizens.
