Penalty for Lack of Electronic Invoices on Canceled Market Purchases

Kyrgyzstan Cancels E-Invoice Requirement for Market Purchases

Bishkek, 12:20, 08 May 2025 — The State Tax Service of Kyrgyzstan has announced the cancellation of fines associated with the absence of electronic invoices (e-invoices) for purchases made at markets. This decision comes as a significant relief for consumers and small vendors alike.

Customers purchasing goods from sellers operating under the single tax regime, which includes rates of 0.1%, 0.5%, and 1%, as well as those in special trade zones like Dordoi and Kara-Suu, are now exempt from penalties related to e-invoices. The Tax Service assured the public that tax authorities will not impose fines for such purchases.

Looking ahead, the Tax Service indicated upcoming changes with the expected transition to a licensing system. This reform will replace the current single tax rates with licenses, allowing entrepreneurs to operate without the need for e-invoices and cash registers.

The move aims to streamline processes for small and medium-sized businesses, easing the bureaucratic burden that often hinders their operations. Meanwhile, the Tax Service will enhance oversight on larger enterprises and imports.

Almambet Shykmamtov, Chairman of the Tax Service, emphasized that the focus will remain on large businesses to utilize e-invoices, with ongoing discussions to simplify regulations in collaboration with business representatives. Shykmamtov stressed the importance of shielding smaller businesses from excessive red tape.

Overall, these adjustments signal a step towards fostering a more supportive environment for entrepreneurship in Kyrgyzstan, reinforcing the government’s commitment to enhancing economic growth.
