Important Guidelines on the Use of Frequency Cutters (Jammers) in Turkey
On April 27, 2025, significant clarifications were issued concerning the usage protocols and criminal penalties associated with frequency cutters, commonly known as jammers. These announcements, directed to various press organizations, underscore the legal limitations and responsibilities regarding this technology in Turkey.
According to Article 2 of the Electronic Communication Law No. 5809, only designated bodies such as the Turkish Armed Forces, the Gendarmerie General Command, the Coast Guard Command, the Ministry of Foreign Affairs, and the National Intelligence Organization are authorized to utilize jammers. Notably, mayors and municipal authorities are expressly excluded from this group, emphasizing the restrictive legal framework surrounding this technology.
Unauthorized use of frequency cutters constitutes a criminal act under Article 124 of the Turkish Penal Code, which criminalizes the interruption of communication by unauthorized entities. This serves as a reminder of the serious legal implications for individuals and organizations who may attempt to use jammers without the necessary authorization.
Furthermore, it is crucial to note that the General Directorate of Security does not provide training for the use of jammers to protection officers. This information aims to dispel any misconceptions about access and training regarding the operation of frequency cutting devices.
