President Sadyr Japarov of Kyrgyzstan has officially ratified a significant loan and grant agreement with the Asian Development Bank (ADB) aimed at enhancing water supply and sanitation in the Naryn region. This development follows the signing of the agreements on November 4, 2024, in Bishkek and subsequent approval from the Parliament on April 2, 2025.

The initiative, titled the "Rural Water Supply and Sanitation Development Program," will benefit 23 settlements within the Naryn region. The primary goal is to provide residents with access to high-quality drinking water and establish local wastewater treatment facilities.

The project is set to improve living conditions for an estimated 46,330 people by enhancing their access to reliable water sources, thereby improving overall sanitary and hygienic standards in the area.

The total funding for the program amounts to $38.8 million, which encompasses:

  • ADB Grant: $5.35 million
  • ADB Loan: $27 million
  • Co-financing from the Kyrgyz Republic: $6.45 million

The ADB loan is structured over a 32-year term, featuring an eight-year grace period. During this grace period, the interest rate will be set at 1 percent per annum, increasing to 1.5 percent in the years following.

The project is designed to be implemented over six years, marking a significant step towards sustainable development in rural Kyrgyzstan and aiming to uplift the standard of living in the Naryn region.
