
President Mirziyoyev advocates for revenue growth without tax rate increases

President Shavkat Mirziyoyev of Uzbekistan has directed the government to prepare proposals that would allow for land tax and rental payments to be made in installments. This move is part of a wider reform of the tax and customs systems in the country. The president emphasized the importance of clearly defining ministerial powers when it comes to issuing departmental regulations.
During a meeting on April 18, President Mirziyoyev emphasized the need for continued reforms in taxation and customs, taking into account the impact of taxes on business activities. He highlighted that revenue growth should not solely come from raising tax rates, but rather from supporting entrepreneurs and expanding the tax base.
As part of the reforms, entrepreneurs will now be able to pay their assessed taxes in two stages over the course of the year. The meeting also addressed the need for further reforms in tax and customs administration. The president instructed that proposals for improving tax and customs policy and governance should be developed with input from experts, academics, and the business community.
President Mirziyoyev also stressed the importance of clearly defining the authority of ministers to issue directives and other departmental documents within their respective fields. He highlighted the need to streamline services for the public and entrepreneurs, particularly in government bodies such as the Ministries of Ecology, Agriculture, Construction, Energy, and Higher Education, as well as several committees and inspectorates.
The Prime Minister, his deputies, ministers, and regional governors were tasked with establishing regular dialogue with producers and exporters to swiftly resolve complaints and emerging issues. Overall, these reforms aim to improve the efficiency and transparency of the tax and customs systems, and to support entrepreneurship and business activities in Uzbekistan.
