President Mirziyoyev blames bureaucracy and misconduct for firing Emergency Situations Minister

President Shavkat Mirziyoyev of Uzbekistan has announced the dismissal of Minister of Emergency Situations Abdulla Kuldoshev and his deputies, Shukhrat Juraev and Khurshid Aliboev, citing increasing bureaucracy and legal violations in construction permits and fire safety compliance. During a meeting of the National Council for Combating Corruption, President Mirziyoyev highlighted the need to reduce human factors and paperwork in order to tackle corruption at its roots.

The President emphasized the importance of transparency and fairness in the allocation of land, mentioning the transition to an auction-based system to eliminate corruption. Positive changes in the construction sector were also noted following the introduction of the ‘Transparent Construction’ program, with increased participation of contractors in state investment projects and significant budget savings through digitalization.

Abdulla Kuldoshev, who had served as Minister of Emergency Situations since March 2022, was replaced by Military Prosecutor Botir Kudratkhujaev at the end of February 2025. New deputy ministers were appointed on March 4, with Khurshid Sotiev and Nuriddin Kodirov taking on key roles within the ministry.

The position of Deputy Minister for Construction and Engineering Protection, previously held by Shukhrat Juraev, remains vacant. Khurshid Aliboev, who served as Deputy Minister since May 2023, is no longer listed among the deputies. Sanjar Zuparov is the sole remaining official from the previous leadership of the ministry, serving as First Deputy Minister of Emergency Situations.

President Mirziyoyev’s actions reflect the government’s commitment to combating corruption and improving efficiency within Uzbekistan’s emergency services sector. The changes made in response to bureaucratic challenges and legal violations aim to enhance transparency, accountability, and overall governance in the country.
