Proposed Amendments to Clarify Deputy Rights in Kyrgyz Parliament

Amendments to the Law "On the Status of a Deputy of the Zhogorku Kenesh" have been put forth for public discussion, initiated by Member of Parliament Mederbek Aliev.
The proposed bill aims to address existing ambiguities in legislation concerning the rights of Zhogorku Kenesh deputies to receive compensation for their involvement in pedagogical, scientific, and creative activities.
MP Aliev highlighted that the current law lacks clear definitions for "scientific," "pedagogical," and "creative" activities, leading to potential misinterpretations and even the unlawful removal of a deputy’s mandate.
To mitigate these issues, the new bill stipulates that deputies are entitled to receive a salary, royalties, fees, bonuses, and other forms of payment for their engagement in these activities.
Specifically, the bill clarifies that pedagogical and scientific work encompasses teaching, conducting lectures, organizing workshops and trainings, as well as undertaking scientific research. Creative activities are defined to include the creation of literary, artistic, and cultural works, participation in media projects, and involvement in public events.
The introduction of these amendments seeks to provide greater clarity and protection for deputies, ensuring that they can freely engage in various productive endeavors without fear of misinterpretation of the law.
