Proposed Family Code Revision Open for Public Input in Kyrgyz Republic
A new draft of the Family Code of Kyrgyzstan has been submitted for public discussion, as reported by the 24.kg news agency in Bishkek. The document proposes that marriage be allowed only from the age of 18, with the elimination of the provision to lower the marriage age by one year. Furthermore, the code specifies that marriage can only be between a man and a woman.
One of the major changes outlined in the draft is the transfer of responsibilities regarding the placement of children in families, the appointment of guardians, and the adoption of children to citizens of the Kyrgyz Republic to local state administrations. Additionally, the articles on child support obligations have been revised to strengthen parents’ obligations in caring and raising their children.
The new Family Code aims to achieve several objectives, including the strengthening of the family unit, promoting voluntary marriage unions based on equality, mutual love, respect, and assistance among family members. It also emphasizes the importance of preserving traditional family values, protecting the rights of children, and preventing family violence and separation of children from their families.
The proposed changes also include the registration of children in need of state protection through an automated information system, as well as instilling in children a sense of responsibility towards their parents, family, and society. The draft code aims to create a legal framework that fosters healthy family relationships and supports the well-being of all family members.
