
Revised Payment Calculation Process for EAEU Car Imports to RF

Starting April 1, 2023, the Russian government is set to implement changes to the procedure for calculating payments for cars imported from the EAEU countries. This decision is aimed at creating equal conditions for citizens and companies importing vehicles into Russia.
Under the new regulations, any underpaid taxes and fees due to understatement of the customs value of cars imported from the EAEU countries will be included in the recycling fee, which is mandatory for payment by both individuals and legal entities. The Federal Customs Service will be responsible for monitoring the correctness of the calculation of the recycling fee, and any unpaid taxes and fees will be assessed according to a formula approved by government decree.
Furthermore, the decree provides for a mandatory requirement to carry out the customs clearance procedure in Russia for cars with an electric engine imported from the EAEU countries. This measure aims to ensure the full payment of necessary taxes and fees.
These changes are designed to prevent situations where citizens and companies importing cars cleared by customs in the EAEU countries receive unjustified advantages compared to car owners who undergo this process in Russia and pay the taxes and fees established by law in full.
It’s important to note that there will be no changes for citizens and companies importing cars from EAEU countries with the procedure for customs clearance of vehicles directly in Russia. This decision is part of the government’s effort to provide a level playing field for all parties involved in the importation of vehicles into Russia.
