Russian Government Overhauls Migration Legislation

Kyrgyz citizens travelling to and from Russia have been urged to take note of important changes in migration legislation by the country’s Ministry of Foreign Affairs. The changes, which took effect on April 28, affect the federal law on “migration registration of foreign citizens and stateless persons in the Russian Federation.” Under the new rules, citizens will be able to submit electronic notifications about their arrival and that of minor children without requiring third-party consent. The changes will come into full effect at the end of October 2023. Individuals seeking to use the new system will need a personal account in the “Unified portal of state and municipal services (functions),” as well as registration with the “Unified system of identification and authentication in the infrastructure.”
