The Decree, titled “On temporary measures to regulate the legal status of certain categories of foreign citizens and stateless persons in the Russian Federation in connection with the application of the expulsion regime,” outlines requirements for foreigners, including citizens of the Kyrgyz Republic, who have violated migration legislation in Russia.

According to the document, individuals falling under this category must either leave Russia voluntarily or adjust their legal status by April 30, 2025. To legalize their stay without leaving the country, they must meet certain conditions, such as providing biometric data, undergoing an identification procedure, undergoing a medical examination within a year prior to filing an application, voluntarily repaying debts on mandatory payments, and having no grounds for refusing to issue or cancel residence permits.

Citizens facing this situation are advised to contact the territorial body of the Ministry of Internal Affairs of Russia, submit an application for extending their temporary stay, and attach a copy of an employment or civil contract certified by the employer. In case of a lost migration card, a duplicate can be obtained from the same body.
