Sadyr Japarov: Broker Between Business and State

President of Kyrgyzstan, Sadyr Japarov, recently held a meeting with entrepreneurs to discuss the implementation and use of cash registers, electronic consignment notes, and electronic invoices. The meeting aimed to address the importance of digitalizing tax services to combat the shadow economy, enhance consumer and taxpayer participation, tackle unfair competition, and boost the investment climate in the country.

During the meeting, President Japarov emphasized the government’s commitment to reducing tax evasion opportunities, enhancing business transparency, and improving tax collection. He also highlighted the role of entrepreneurs in achieving these goals and stressed the need for dialogue between businesses and the state.

Head of the Cabinet of Ministers, Akylbek Japarov, provided insights into the efforts to modernize the tax system, fight corruption, and ensure compliance with tax legislation. He mentioned that all proposals from entrepreneurs were considered, leading to changes in relevant regulations and the establishment of special regimes in the Tax Code.

One of the key requests from businesses was to postpone the introduction of fines for non-use of electronic consignment notes. In response, Chairman of the State Tax Service, Altynbek Abduvapov, announced the suspension of fines until January 1, 2025. Entrepreneurs also highlighted challenges in adopting Tax Service innovations, prompting President Japarov to instruct for increased explanatory efforts and the presence of tax specialists in all markets for consultations.

President Japarov reiterated the significance of businesses in driving economic development and assured his willingness to mediate in resolving issues between businesses and the state. The government’s focus remains on creating favorable conditions to curb the shadow economy and promote direct dialogue with the business community.
