In a significant move to regulate the Hajj pilgrimage, the Kingdom of Saudi Arabia has announced stringent new rules aimed at ensuring a smooth and organized experience for all participants. Effective from April 29, 2025, entry to the holy cities of Mecca and Medina during the Hajj period will require a special Hajj visa, which will be enforced until June 10.

The Ministry of Interior has outlined harsh penalties for individuals who attempt to perform Hajj without the necessary permits. Anyone found violating this rule will face fines up to 20,000 Saudi riyals (approximately $5,300). This penalty applies to anyone entering the country on alternative visas who attempts to reach Mecca during the pilgrimage season.

Furthermore, hefty fines will also be imposed on individuals who assist violators of Hajj regulations. Those found aiding unauthorized pilgrims may incur fines of up to 100,000 riyals (around $26,000) for actions such as hiding these individuals or providing support that facilitates their violations.

Additional measures have been established for undocumented individuals attempting to participate in Hajj. This includes residents with expired visas, who will face deportation and a ten-year ban from entering the Kingdom. Drivers who transport pilgrims without appropriate authorization will have their vehicles confiscated by court order.

In a bid to reinforce these regulations, the Ministry of Tourism has issued directives prohibiting all hotels in Mecca from accommodating those lacking official Hajj permits. This is part of a broader initiative to maintain the integrity and order of the pilgrimage, ensuring that only authorized individuals partake in this significant religious event.

Saudi Arabia’s latest regulations underscore the importance of compliance during one of the world’s largest religious gatherings, aiming to enhance both safety and organization for millions undertaking the Hajj each year.
