
Sayar Energy to Produce Power from Medical Waste in Uzbekistan

New Project in Uzbekistan to Convert Medical Waste into Thermal Energy
A new project in Uzbekistan is set to start on August 1 in Tashkent, Samarkand, and Bukhara, with plans to expand to other regions later. The project involves the production of alternative thermal energy from medical waste, as outlined in a recent presidential decree published on Lex.uz.
The project will be carried out by the American company Sayar, which has established a subsidiary in Uzbekistan known as Sayar Green. Leading the investing company is Ramin Sayar, an executive director with extensive experience in the technology industry. Sayar is involved in advising and investing in startups and serves on the boards of various private and public companies.
Starting from August 1, 2024, all medical waste from healthcare institutions will be transferred to Sayar Green for thermal energy production. Medical institutions will purchase this energy at approved rates, with the possibility of supplying it to other organizations as well. However, specific tariff rates are yet to be determined.
The Ministry of Health has been tasked with leasing land on the premises of state medical institutions for the construction of thermal processing units until 2048. The first phase of the project, scheduled to last until 2025, aims to attract $7 million in direct investments. During this phase, 6,000 tons of waste will be processed annually, achieving a device capacity of 20 GWh per year.
Initial devices will be operational in Tashkent, Samarkand, and Bukhara regions, with plans to expand activities to other regions during the project’s second phase. The second phase, spanning from 2026 to 2030, targets attracting $108 million in direct investments and increasing the annual processing volume to 90,000 tons of waste. The device capacity is planned to be scaled up to 300 GWh per year.
Non-compliance with medical waste transfer requirements will be treated as a violation of sanitary norms and environmental protection regulations. Sayar Green, registered on May 1, 2024, has a charter capital of 400 million UZS. The founder of the company is the foreign parent company Sayar LLC, with Albert Martirosyan serving as the director.
