Abdullayev’s inquiry seeks clarification on the root causes of such violence and the measures being taken to prevent it.

Citing concerns over incidents in both state and private preschools, Abdullayev emphasized the importance of upholding Article 26 of the Constitution, which prohibits torture, violence, or other cruel treatment, and Article 78, which guarantees state protection of childhood.

Recent incidents of violence in private preschool education institutions, such as Tanzilandia and First Daycare, were highlighted in the inquiry. Abdullayev expressed worry over the unsatisfactory monitoring of education and care services in preschools, both state and private.

The inquiry also referenced a disturbing case at Tanzilandia, where parents discovered evidence of caregivers verbally abusing and physically assaulting children. Law enforcement agencies are now involved in conducting a pre-investigation inquiry into the matter.

The response from the Children’s Ombudsman included information about a forensic medical examination ordered to determine the extent of harm inflicted on the children. The preschool administration has already terminated the contracts of three caregivers involved in the incident.
