Special Status Investment Zone to Launch in Tamchy
New Investment Territory Proposed in Kyrgyzstan: Tamchy Economic Zone
Bishkek, 15:38, 03 May 2025 – The Kyrgyz government has introduced a draft law titled “On the Special Investment Territory Tamchy with a Special Legal Regime and Status.” The proposal aims to create a unique economic zone designed to attract both foreign and local investments, enhancing the investment climate and stimulating sectors such as manufacturing, tourism, health resorts, and transport infrastructure.
The legal framework established by the draft law outlines the operational guidelines for the investment territory, including its status, creation procedures, and management structure. The proposed Tamchy special investment territory is strategically located in the Issyk-Kul region, recognized for its significant potential in tourism and logistics.
According to the Ministry of Economy and Commerce, this territory will feature a distinct legal regime to foster favorable conditions for entrepreneurial activities. Key incentives for investors will include exemptions from corporate income tax and property taxes, a preferential regime for foreign employees, and the freedom to conduct foreign exchange transactions.
The governance of the Tamchy special investment territory will be overseen by an independent management board, alongside a management company, a financial regulator, an international dispute resolution center, and a registrar. Their operations will remain autonomous from the state except under conditions specified in the draft law.
Funding for the creation and development of this investment territory will be sourced from various channels, including the budget allocated for the Tamchy special investment territory, contributions from both the republican and local budgets, as well as other legally permissible sources.
This initiative marks a significant step towards advancing Kyrgyzstan’s economic landscape, creating new opportunities for growth and investment in one of the country’s key regions.
