Of this amount, 201 million 250 thousand UZS were allocated to reward seven of the governor’s deputies, 28 million 750 thousand UZS were designated for the governor’s deputy responsible for family and women’s issues, and a significant 431 million 250 thousand UZS were set aside to reward the heads of Termez city and district administrations.

However, concerns have been raised about the lack of transparency in the decree, as certain details were marked as “For Service Use” and “personal” instead of being publicly disclosed as required by the “Law on Transparency of the Activities of State Power and Administration Bodies.”

Furthermore, despite the generous rewards, the region faces financial challenges, with an outstanding debt of 48 million 795 thousand UZS across 12 executive orders. This debt, some of which has remained unpaid for several years, showcases the economic struggles of the region.

In 2024, the region’s budget recorded revenues of 3.1 trillion UZS, while expenditures reached 4.9 trillion UZS, resulting in a significant deficit of 1.8 trillion UZS. Looking ahead to 2025, it is predicted that inter-budgetary transfers will be necessary to support the regional budget, with an estimated total of 2 trillion 62 billion UZS.

The allocation of rewards by Governor Ulugbek Kosimov raises questions about the financial management and transparency of the region’s administration, highlighting the need for greater accountability and oversight in budget allocation and spending.
