New Mechanism for Financing Kindergartens Developed in Kyrgyzstan

A new mechanism for switching to normative financing of kindergartens has been developed in Kyrgyzstan, according to a recent announcement by the Minister of Education and Science, Dogdurkul Kendirbaeva. The law has also approved the introduction of a voucher mechanism for financing educational services in pilot mode starting from September 1.

This new mechanism allows for the financing of not only public but also private kindergartens. Additionally, a format has been developed for converting sleeping rooms in preschool educational organizations into study and play rooms.

The Minister highlighted that in the 2022-2023 school year, the number of kindergartens in Kyrgyzstan increased by 122, reaching a total of 1,834, with 220,012 children enrolled in standard kindergartens.

Furthermore, licensing of kindergartens is no longer required, as they are now transitioning to a notification system. This move aims to eliminate bureaucratic obstacles and facilitate the creation of private kindergartens in the country.

Dogdurkul Kendirbaeva emphasized the importance of preschool education and early development for a child’s intellect, noting that every dollar spent on early childhood development will yield a return of $13 back into the economy.

The new measures are expected to streamline the financing and operations of kindergartens in Kyrgyzstan, ultimately benefiting the education and development of young children in the country.
