Strengthening Ties: Turkmenistan and France Engage in Meaningful Dialogue
During a recent official visit to France, Gurbanguly Berdimuhamedov, the National Leader of the Turkmen people and Chairman of the Halk Maslahaty, met with French President Emmanuel Macron to discuss strengthening bilateral relations.
The meeting commenced with a ceremonial photo opportunity, followed by in-depth negotiations focusing on key areas that support mutual interests. President Macron extended a warm welcome, expressing appreciation for Berdimuhamedov’s visit and the chance to address vital aspects of the two nations’ partnership.
Berdimuhamedov acknowledged France’s hospitality and highlighted the fruitful dialogue that has characterized Turkmen-French relations in recent years, built on principles of friendship and mutual understanding. He emphasized Turkmenistan’s commitment to its neutral legal status in international affairs, which underpins its diplomatic engagements.
Key sectors identified for enhancing Turkmen-French cooperation include:

A follow-up signing ceremony solidified their collaboration with several important agreements, including:
- A Declaration on sustainable urban development
- A roadmap for educational cooperation through higher institutions
- An agreement on archaeological research with France’s National Museum of Natural History
- A framework agreement to enhance telecommunications, notably via the TürkmenÄlem satellite
- A memorandum of understanding between the Turkmen gas agency and French firm Kayrros SAS.
These agreements mark significant steps towards mutual growth and innovation. The dinner discussions, attended by delegations from both countries, continued to focus on enhancing political, economic, and social ties.
Berdimuhamedov expressed his gratitude for Macron’s invitation, emphasizing a spirit of partnership that has developed over time. He conveyed greetings from Turkmenistan’s President, Serdar Berdimuhamedov, and reiterated support for France’s endorsement of Turkmenistan’s neutrality and international endeavors.
The dialogue also touched on the recent First Summit, aimed at fostering interregional cooperation concerning peace and security. Turkmenistan’s alignment with European initiatives, such as the "EU Strategy for Central Asia" and the “Global Gateway”, signifies its readiness to engage actively in regional development.
Addressing trade and economic cooperation, the Chairman emphasized opportunities for growth. Discussions included practical measures to advance collaboration in energy, transport, water management, and satellite technologies, while also considering environmental initiatives and eco-tourism.
Berdimuhamedov noted the importance of cultural exchanges, such as Francophonie Days and collaborative artistic projects, which enhance social ties. He highlighted successful archaeological partnerships spanning over three decades and introduced speleological cooperation following successful French expeditions in Turkmenistan’s unique geological formations.
In concluding the meeting, Berdimuhamedov reaffirmed Turkmenistan’s commitment to a multifaceted and beneficial partnership, thanking Macron for the thoughtful exchange. President Macron reciprocated his appreciation and extended best wishes to President Serdar Berdimuhamedov.
As the official visit drew to a close, Berdimuhamedov departed from Paris Orly International Airport, returning to Turkmenistan with renewed optimism for future cooperation between the two nations.
