Uzbek Citizen Dies in Police Custody: Investigation Reveals Signs of Torture
Reports from the internal affairs division in Uzbekistan indicate that a man who recently died in police custody may have been tortured by officers. The victim, identified as U.S. and born in 1987, was being held by officers in the Buka district DIA facility when he passed. It is believed that law enforcement officials hit him in the abdomen and strangled him around the neck.
A preliminary report released by Kun.uz reveals the extent of the injuries suffered by U.S. prior to his passing. These included bleeding into the peritoneum and surrounding tissues, and broken bones in the rib and toe. Following the incident, DIA officers Dilshad (born in 1985) and Shakhzod (born in 1992) were taken into custody, along with two others as a precautionary measure.
The Ministry of Internal Affairs confirmed that the suspects have been dismissed from their posts along with the head of the Buka district DIA, A. Bobokhonov, and several other officials. Additionally, a criminal case has been initiated against the officers involved under Article 235-3 of the Criminal Code.
The MIA has also appointed a service inspection to investigate the actions of certain officials in the central apparatus and the regional DIA. Reports suggest that many illegal activities of the criminal investigation service personnel in the region are being ignored by Ortik Khudaybergenov, the first deputy head of the Regional DIA Criminal Investigation Service.
U.S. worked as a seasonal labourer and was the father of four children. His death has sparked outrage among his relatives, who attempted to storm the DIA building in Buka district. Reports indicate that the victim’s family have been calling for justice and an investigation into the actions of the police officers involved.
