Uzbekistan Introduces New AI Regulation Law
A new law regulating artificial intelligence (AI) is on the horizon in Uzbekistan, as the Legislative Chamber of the Oliy Majlis adopted the draft law “On Regulating Relations Arising from the Use of Artificial Intelligence” in its first reading on April 15. The law, which was initiated by a group of deputies, aims to address the growing concerns around AI posing threats to human rights and personal data security.
Deputy Shahnoza Kholmukhamedova highlighted the increasing cases of falsification of audio, photos, and videos using AI techniques, emphasizing the need for national legislation to regulate AI-related activities. The law proposes amendments to existing laws related to informatization and administrative responsibility, focusing on labeling AI-generated products and prohibiting the unlawful processing and dissemination of personal data using AI technologies.
The draft law introduces penalties for violations, including the confiscation of tools, up to 15 days of administrative detention, or fines of up to 37.5 million UZS. It also mandates labeling for information resources created using AI technologies and sets general rules for using AI in creating information resources and operating information systems.
The development of the draft law took into account insights from experiences in the United States, Europe, East Asia, and CIS countries, ensuring that AI-generated information resources and systems do not infringe on human rights. Deputy Alisher Kadirov mentioned that those who illegally process and distribute personal data using AI may face significant penalties under the proposed legislation.
The law passed its first reading with overwhelming support from the deputies, signaling a step towards establishing a legal framework to regulate AI-related issues in Uzbekistan. As the world grapples with the implications of AI technology, Uzbekistan is taking a proactive approach to ensure the responsible and ethical use of artificial intelligence in the country’s digital landscape.
