Uzbekistan Cracks Down on Misuse of Personal Data by AI

The Legislative Chamber of the Oliy Majlis of Uzbekistan has taken a significant step towards regulating the use of artificial intelligence (AI) technologies by passing a draft law in its first reading. The draft law, titled “On Amendments and Additions to Certain Legislative Acts in Connection with the Regulation of Relations Arising from the Use of Artificial Intelligence,” aims to introduce new regulations and penalties for the unlawful processing and dissemination of personal data using AI.

One of the key provisions of the draft law is the introduction of a new article in the Code of Administrative Responsibility, which will establish liability for the misuse of personal data through AI technologies. The legislation also defines the term “artificial intelligence,” outlines the state’s policy in this field, and sets out the functions of the authorized regulatory body.

Additionally, the draft law requires information resources generated using AI to be labeled and mandates that such resources and systems must not violate human rights. Furthermore, decisions affecting human rights and freedoms should not be solely based on AI-generated information.

Lawmakers believe that the adoption of this draft law will promote the responsible use of AI, facilitate its integration into various sectors, and prevent the illegal processing and dissemination of personal data. The draft law is a crucial step towards creating a legal framework for the use of AI in Uzbekistan and ensuring that it is used ethically and responsibly.
