Uzbekistan Implements Customs Duties on Imported Medicines to Boost Pharmaceutical Sector

In a bid to expedite the growth of Uzbekistan’s pharmaceutical industry, a recent presidential decree issued on January 28 has mandated the imposition of customs duties on certain imported medicines. The affected pharmaceutical products include antibiotics, painkillers, anti-inflammatory drugs, antiviral medications, hormonal treatments, and other essential medications.

This new directive amends a decision made in June 2018 regarding customs duties on imported goods. Specifically, products falling under position 3004 of the Harmonized System of International Trade Classification will now be subject to a 2% customs duty rate, as opposed to the previous 0% rate.

Position 3004 encompasses dosed pharmaceutical products packaged for therapeutic or prophylactic use, either as medicines or for retail sale. Examples of products falling under this category include antibiotics, painkillers, anti-inflammatory drugs, hormonal treatments, cardiological drugs, anti-diabetic medications, antihistamines, cancer treatments, and vitamins classified as medicines.

It is important to note that certain pharmaceutical products such as ointments, vaccines, blood products, medicinal patches, and contrast agents are excluded from position 3004 and are subject to different customs regulations.

The implementation of customs duties on imported medicines is intended to support local pharmaceutical production in Uzbekistan and reduce dependence on foreign imports. This strategic move aims to enhance the country’s healthcare industry and ensure the availability of essential medicines for its population.

Overall, this decision reflects the government’s commitment to advancing the domestic pharmaceutical sector and fostering self-sufficiency in medicine production. By encouraging local drug manufacturing and innovation, Uzbekistan is positioning itself for sustainable growth and development in the healthcare domain.
