Uzbekistan Implements VAT for Pharmacies and Clinics Starting in April 2025

Starting from April 1, 2025, all pharmacies and clinics in Uzbekistan will begin paying value-added tax (VAT). This decision, laid out in a decree issued on December 27, will impact all legal entities involved in the sale of pharmaceutical products or the provision of medical services.

The VAT reports will be automatically generated by tax authorities based on online cash register receipts or virtual cash register receipts issued for sold goods (services), formalized electronic invoices, and other external and internal data. This move aims to streamline the tax reporting process for pharmacies and clinics in the country.

In addition to the implementation of VAT, the excise tax imposed on imported polyethylene raw materials used in pharmaceutical production is set to be abolished. This change is expected to benefit the pharmaceutical industry by reducing production costs.

To enact these changes, a draft law is scheduled to be developed by March 2025. Subsequently, the draft law will need to be approved by both the parliament and the president before coming into effect.
