Uzbekistan Plans to End Cashback for Cash Payments by July 2025

Cashback payments in Uzbekistan reached a record-breaking amount in February 2025, with consumers receiving over 86.9 billion UZS for 116.4 million receipts. The State Tax Committee’s press service reported that Tashkent received the highest cashback sum, totaling 37.6 billion UZS. Following Tashkent, the regions of Tashkent, Samarkand, Fergana, and Andijan also received significant cashback payments.

In January 2025, over 92.6 billion UZS in cashback were distributed for 118.5 million receipts. It was noted that a total of 1 trillion UZS in cashback had been returned to consumers by February 2024 for 1 billion receipts.

However, upcoming reforms may change the cashback landscape in Uzbekistan. A draft presidential decree on tackling the shadow economy proposes discontinuing cashback for cash payments starting July 1, 2025. Under the new regulations, consumers making payments through mobile applications or bank cards will still be eligible for a 1% cashback rate in the retail, service, and food sectors, but cash payment receipts will no longer qualify for cashback.

The introduction of cashback for receipts in various sectors occurred in 2022, with a subsequent limit imposed in January 2024 on the total cashback amount consumers could receive at the 1% rate. These changes aim to promote the use of electronic payment methods and reduce cash transactions in the economy.
