The pair are accused of involvement in assassination plots targeting high-profile Uzbek officials, including Komil Allamjonov, the former head of the Presidential Administration’s Information Policy Department, and Dmitry Li, Director of the National Agency for Perspective Projects. The first attempt at carrying out the plot occurred, followed by another act on October 26.

Reportedly of Chechen origin, the suspects are accused of conspiring to carry out the attacks in exchange for $1.5 million. Uzbekistan’s law enforcement agencies have confirmed multiple charges against Rasaev and Temirkhanov under the Criminal Code, including failure to report or conceal a crime, smuggling, and the illegal handling of firearms and explosives.

The attempted attack on Komil Allamjonov took place near his residence in Qibray on October 26. Shots were fired at his car, but he emerged unharmed. Subsequent investigations led to the detention of seven individuals connected to the case, prompting internal investigations within the State Security Service and the Ministry of Internal Affairs.

New revelations indicate that Dmitry Li, Director of the National Agency for Perspective Projects, was also targeted in the assassination plots. Li, who oversees key regulatory areas such as cryptocurrency, capital markets, insurance, e-commerce, and gaming industries, has been in his position since 2019.

The case has gained international attention, with reports alleging a “Chechen connection” to the attacks, which was previously denied by Chechen leader Ramzan Kadyrov. Investigations are ongoing as Uzbekistan seeks to bring all suspects to justice.
