Uzbekistan Tightens Restrictions on Imported Goods for Individuals

Starting May 1, the Uzbek government has implemented stricter regulations on goods imported by individuals from abroad, significantly reducing duty-free limits. Passengers arriving by plane will now only have a duty-free threshold of $1,000, down from $2,000, while those coming by train will see their limit cut to $500 from $1,000. Additionally, individuals traveling for just one or two days will no longer be eligible for any duty-free allowance.

This decision was outlined in a government resolution signed by Prime Minister Abdulla Aripov on April 19 and will take effect on May 1, 2025. The updated duty-free thresholds for non-commercial goods brought into Uzbekistan for personal use are as follows:

– Air transport: $1,000 (previously $2,000)
– Rail and river transport: $500 (previously $1,000)
– Road checkpoints (including pedestrians): $300 (no change)
– International courier deliveries: $200 per month (previously $1,000 per quarter)
– International postal deliveries: $100 (no change)

Furthermore, individuals entering Uzbekistan by rail, river, or road transport after spending less than two days abroad, or by air after less than three days abroad, will no longer qualify for the duty-free allowance. Goods brought in under these circumstances will be subject to full taxation based on their total value.

In terms of exports, individuals can take goods valued at up to $5,000 out of the country without having to submit a customs declaration, with the exception of items subject to export duties.

Additionally, a list of 70 types of goods has been introduced that will now undergo special customs value and quantity controls during the import process. This list includes a range of items such as household appliances, food products, clothing, cleaning supplies, toys, tires, and metal goods.

Deputy Prime Minister Jamshid Kuchkarov has been assigned the task of ensuring strict control over the value and quantity of goods on this list, with no exceptions permitted.

The resolution also calls for collaboration between the Ministry of Internal Affairs, the National Guard, and the Customs Committee to prevent any resistance or violations at border checkpoints, particularly organized attempts to disobey customs officers or disrupt public order.
