Uzbekistan to Develop Innovative Parks Nationwide

President Shavkat Mirziyoyev of Uzbekistan recently unveiled new initiatives aimed at empowering youth, supporting entrepreneurship in creative industries, and boosting youth engagement across the country. One of the key components of these initiatives is the establishment of Creative Parks in all regions, where residents will pay a fixed turnover tax regardless of their sales revenue.

During a dialogue with Uzbekistan’s youth, President Mirziyoyev highlighted the expansion of opportunities for young citizens in the service sector. Entrepreneurs in this sector will pay a social tax rate of 1% until 2028, provided that their monthly salary is at least 3 million UZS.

The president also emphasized the need to revamp the “Youth Register” system to optimize and enhance the effectiveness of social support packages for young people. Additionally, he underscored the importance of developing creative industries, noting that 98% of those employed in this sector are young individuals. A law on the development of the creative economy was passed last October.

To support the growth of creative industries, a model Creative Park was established at the Youth Creativity Palace in Tashkent. Similar facilities will be set up in other regions, equipped with necessary infrastructure and resources. Residents of Creative Parks will benefit from a preferential tax regime until the end of 2030, including a 50% reduction in personal income tax and social tax.

Creative Parks will also host business schools to train entrepreneurs in creative industries, providing them with knowledge of modern business methods and innovative approaches to e-commerce. President Mirziyoyev stressed the importance of creating national content for the younger generation and integrating it into school and kindergarten curricula.

It was also announced that $50 million will be allocated for startups in creative industries, further demonstrating the government’s commitment to fostering entrepreneurship and innovation among Uzbekistan’s youth.
