Uzbekistan to Implement Special Student Visas

A new medical cluster is set to be established at the clinic of Andijan State Medical Institute, marking a significant step towards the comprehensive development of healthcare in the region. The initiative was announced following a meeting held by President Shavkat Mirziyoyev on April 16, where the potential for medical tourism in Andijan was emphasized.
The 650-bed clinic, which will be transferred to ASMI in 2024 for student practice, will serve as the foundation for a new medical tourism brand. A cluster will be built at the clinic, housing departments for traumatology, surgery, gynecology, and pediatrics. An additional 100 billion UZS will be allocated for this purpose, supplementing the 180 billion UZS already designated for renovation and re-equipping the facility.
Furthermore, the clinic’s simulation center will introduce a two-stage qualification assessment for medical staff, with a 100% salary bonus awaiting those who pass the evaluation. The medical faculty of Namangan State University is also set to become a branch of ASMI, ultimately transitioning into an independent institution. ASMI itself will be elevated to university status.
In a bid to attract students from neighboring countries such as Kyrgyzstan, Tajikistan, China, and India, the region aims to generate up to $20 million annually through educational exports. Authorities have been tasked with developing proposals for special “student visas” to facilitate this initiative.
Moreover, plans are underway to establish private medical units in 100 neighborhoods across each region, following the successful model implemented in Andijan. Unsold properties will be leased to private businesses for five years with an option to purchase, aimed at fostering the growth of private clinics.
The meeting also addressed the reform of 56 technical schools in the region, with a focus on implementing incentive systems for vocational institution heads who effectively introduce dual education models combining learning with employment.
Overall, these developments underscore the government’s commitment to enhancing healthcare and education in Andijan, paving the way for a brighter and more prosperous future for the region.
