
Uzbekistan’s New Initiative: National Energy Efficiency Agency and Solar Panel Subsidies

Starting July 1, 2025, residents in Uzbekistan will have the opportunity to receive subsidies for home energy audits, solar panel and heliocollector installations, and heat pump systems. This initiative comes as part of the government’s efforts to enhance energy efficiency and develop the energy service market in the country.
President of Uzbekistan has recently signed a decree on “Enhancing State Management in Energy Efficiency and Developing the Energy Service Market”, which outlines various measures to improve energy efficiency and support energy service companies. One of the key provisions of the decree is the establishment of the National Energy Efficiency Agency under the Cabinet of Ministers. This agency will be responsible for implementing a unified state policy on energy efficiency, developing regulatory and incentive mechanisms, and overseeing energy-saving initiatives.
Starting from July 1, 2025, the agency will provide subsidies to cover a portion of the cost for solar panels, heliocollectors, heat pumps (air, water, and geothermal), and energy audit expenses for residential buildings. The subsidy amount will be capped at 50 times the Baseline Calculation Unit (BCU).
In addition to these subsidies, upcoming digital and green energy initiatives are also in the pipeline. By September 1, 2025, a digital platform for energy efficiency will be launched, and a Special Energy Efficiency Fund will be established to provide financial support and incentives. By October 1, 2025, green energy efficiency standards will be introduced for producers and importers of energy-efficient technologies.
These measures are expected to accelerate Uzbekistan’s transition to cleaner and more efficient energy use, paving the way for a more sustainable future in the country.
