Key Individuals Targeted

According to Decree No. 267/2025, the sanctions affect nine individuals, including two Russian nationals and seven Ukrainians. Notable figures among the Ukrainians facing sanctions include Oleksiy Arestovych, a former advisor in the Presidential Office, Russian propagandist Anastasia Kashevarova, and political commentator Kostiantyn Bondarenko. The sanctions against these individuals are set to remain in effect for an indefinite term, lasting up to ten years.

Broadening the Scope of Sanctions

Decree No. 268/2025 imposes sanctions on six individuals and 36 legal entities, among them prominent businessman and politician Oleksiy Azarov, as well as Alexey Likhachev, CEO of the Russian nuclear energy corporation Rosatom.

Further expanding the sanctions, Decree No. 269/2025 targets an additional 61 individuals and 45 legal entities, including major corporations such as Novolipetsk Metallurgical Combine and Stoilensky Mining and Processing Combine. Also affected are companies within the Novatek Group, alongside their subsidiaries located in Switzerland and Singapore, as well as various LNG firms.

These sanctions are part of Ukraine’s ongoing efforts to counteract influence and activities perceived as detrimental to the nation’s security and stability.
