Azerbaijan announces 20 billion manat budget for reconstruction of liberated territories

The Ministry of Finance in Azerbaijan has released the Medium-Term Budget Framework for 2025-2029, forecasting that the costs of reconstruction and restoration of the liberated territories will total 20 billion manat ($11.76 billion). This amount is expected to account for approximately 30% of the state budget’s capital expenditures during this period.

In the years 2021-2024, a total of 17.6 billion manats ($10.35 billion) were already allocated from the state budget for the reconstruction and restoration of the liberated territories, with 5.35 billion manats ($3.15 billion) allocated in 2024 alone. In 2025, a further 4 billion manats ($2.35 billion) are planned to be allocated for this purpose.

The government of Azerbaijan is committed to the reconstruction and restoration of the recently liberated territories, with significant investments being made to ensure the development and revitalization of these regions.
